Rivers from Bude to Saltash are still on flood alert as Cornwall braces for New Year storms.
Up to 20mm of rain fell across Bodmin Moor on Monday and winds reached 71mph on the Isles of Scilly.
The Met Office has issued a yellow weather warning for Wednesday morning from 6am.
The Prime Minister has asked UK councils to draw up robust action plans, after chairing an emergency meeting.
Dr Liz Bentley from the Royal Meteorological Society said: "Another band of rain comes through on Tuesday. A third band of rain affects England and Wales particularly on Wednesday. Thursday's a quieter period but generally unsettled; we go to the end of the week and another weather system's coming through."
