Cornwall faces fines over dog beach bans

Beach goers in Cornwall are facing fines for taking their dogs on the sand, as new rules hit.

Figures show it is 15 people since April, when Public Space Protection Orders came in.

It means Cornwall Council now has more powers to crack down on people breaching seasonal dog bans.

That includes on the spot fines of up to £100.

What are the changes?

All previous Dog Control Orders (DCOs) that controlled dogs on designated beaches in Cornwall, have now been replaced with new Public Space Protection Orders (PSPO).

The new PSPO dog restrictions include all the same conditions, times, dates and durations, that were previously in place - for all but three beaches, meaning dogs are allowed on designated beaches at the same times as they were before.

All new PSPO dog restrictions, other than all year round exclusions, end on 30th September.

Two beaches have new times:

  1. Porth Beach, Newquay: 9am to 7pm from 1st May to 30th September (formerly 24 hours from Easter Day to 1st October)
  2. Porthleven West: 9am to 7pm (formerly 7am to 7pm) 1st May to 30th September

In addition to this the Gwithian beach PSPO provides new access to the area of the beach where dogs are allowed.

How are PSPOs enforced?

If any of the conditions of the PSPO are breached, a Fixed Penalty Notice of £100 can be issued in accordance with the Council’s enforcement policy.

Failure to pay may lead to prosecution and being liable, on summary conviction, to a fine not exceeding level three (currently £1,000) on the standard scale.

The Order will have effect for three years (less on day) from the date they are made.
